General Marks is an NPC in the Bounty of Blood: A Fistful of Redemption DLC.
Background
- General Marks is the commanding officer of "The Marks Brethren" militia, which used to be based out of Fort Kickwater...until the fort was attacked by Devil Riders and over-run, forcing them to abandon the fort.
Involvement
General Marks had been trying to retake his fort for some time when a swindler came along and offered to sell the General a weapon that allegedly could help him retake the fort. However, the weapon was a scam and the general was captured, he lost all his money and was imprisoned in his own fort. To add insult to injury, the sleazy bastard that swindled him also stole the General's uniform and began impersonating a general as part of his con. With some help from a group of Vault Hunters, General Marks was able to get his revenge by destroying the con artist's stronghold.
Realizing he was getting too old to be a soldier, and no longer having his uniform, General Marks decided to retire and open a general store in Vestige, specializing in high-end underwear.

- General Marks comments on liking the feel of running around in underwear, and decides to rebrand himself as the Underpants General. Which is pretty much the same as Vaughn's philosophy, in Commander Lilith & the Fight for Sanctuary Vaughn reveals that his "Artifact of Power" is his lucky pair of Hyperion underpants, which he has the Vault Hunter search the wreckage of Helios for during Chief Executive Overlord. In Borderlands 3, Vaughn wears only underpants and a cape, and when Under Taker steals his lucky underpants, Vaughn asks the Vault Hunter to retrieve them during the mission Under Taker.
